Yet again, rioters threatened to burn down the federal courthouse and fired mortars and flares at police officers, some of whom were wounded.

Likewise violence has been occurring every night in the city for weeks now, with ongoing vandalism, arson, graffiti, and more prevalent as demonstrations over George Floyd ‘s death turned into chaos over President Trump ‘s controversial decision to send federal officers to Portland.

But Portland is by no means the only city to be swept up in riots and crime.

Who can file a lien?

If you have supplied manpower, materials or equipment that have been used for the construction of private property renovations, you can file a lien.

If you have been working as a contractor, you must be duly certified to the Oregon Building Contractors Board (‘CCB’) or have no rights to connect. ORS 701.131.1.

Do I have to give a notice?

The answer is yes. To retain your lien rights, two separate notices must be issued.

Before beginning work on a project, you can send to the owner of the house, either in person or by registered mail or certified mail, a “Notice of Right to lien.” In general, this document tells the owner that you are providing labor, material or machinery to their house and would have the right to file a dispute if you are not paid.

You will find the form at ORS 87.023. You may submit this notice after you have begun work on the property, but you may only assert operation, supplies, equipment and services rendered to the land eight (8) days prior to the delivery of the notice.


If you sign a contract directly with the owner of the “residential structure,” you must provide the owner the following: an Information Notice, a Consumer Protectio Notice and a Notice of Procedure. ORS 87.093

and ORS 701.330. f you may not provide these notices, you may forfeit your right to lien and can be fined or suspended by the CCB.

How long do I have to file a lien?

You have 75 days from the date on which you cease to provide the manpower, equipment or supplies, or 75 days from the date of completion of the building, whichever is earlier.

Going back to the site for maintenance work or small business would not expand the time to file a connection.
